Town of Webster will continue issuing building permits and conducting inspections

Developers and contractors will need to use discretion during state’s cessation of non-essential construction

The Town of Webster Department of Public Works will continue issuing building permits and conducting inspections during the state’s cessation period of non-essential construction due to COVID-19.

Governor Cuomo issued a statement on the immediate cessation of non-essential construction on March 27. This means developers, contractors, their employees, and sub-contractors will need to use their own discretion about whether their project is considered essential or non-essential. They are advised to consult with legal consultation to make this determination.

The Town of Webster says during this cessation period, it will continue performing the following functions:

Issuing new building permits

Since Webster Town Hall is presently closed to the public, application documents and requirements are accessible through the town’s website.

Completed applications and supporting documentation must be submitted in one of the following ways:

• The dropbox located at the Ridge Road entrance of town hall

• Scanning and emailing to buildingdept@ci.webster.ny.us

• USPS mail to town hall

Progress inspections and Certificate of Occupancy (C of O) inspections

This applies to properties that are currently uninhabited. Developers must coordinate with the town inspector a date and time during which the inspector will be the only person on the property during the inspection so as to adhere to social distancing measures.

The town says its public works department will NOT be performing Certificate of Completion (C of C) functions on properties currently inhabited.

The Town of Webster says its public works department and its inspectors are not the sole or ultimate authority in determining violations of the state’s executive order regarding essential and non-essential construction.

Anyone, including citizens, employees, etc., are encouraged to report any violations to the Rochester office of the NYS Attorney General (144 Exchange Blvd., Suite 200, Rochester, NY 14614) or Empire State Development (1-518-474-8390, https://esd.ny.gov/).
